The U.S. Army Corps of Engineers, Baltimore District (NAB), has a pending requirement for construction services (dredging) for the Codorus Creek Shoal Removal Project in York, PA. This is a pre-solicitation announcement for information purposes only and is not a solicitation.

The York Flood Risk Management Project requires maintenance of the flood damage reduction channel along Codorus Creek. Regular channel maintenance is required every few years to meet the flow required by the authorized project.

There are two (2) locations of channel maintenance for this specific project. The first location is just south of the Route 30/Arsenal Road bridge with two (2) shoals requiring removal. The second location is at the confluence of Codorus Creek and Pourhouse Run with three (3) shoals requiring removal.

These shoals contain mostly pebbles, cobbles, vegetation, wood debris, and gravel with some sediment. Removal of the shoals requires in water work.

In accordance with FAR 36.204 - Disclosure of the Magnitude of Construction Projects, the magnitude of this project is between $1,000,000 and $5,000,000.

Construction duration is 60 days from Notice to Proceed. Additional information in accordance with the Scope of Work will be included in the solicitation package.

The solicitation will be an invitation for bid (IFB). An award will be made to the responsible Offeror whose bid is determined to be the lowest priced to the Government and responsive to the solicitation requirements.

Description
The U.S. Army Corps of Engineers, Baltimore District (NAB), has a pending acquisition for Architect/Engineer (A/E) services. A target of twelve (12) Multi-Disciplined Architect/Engineer (A/E) Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts are anticipated to be issued to Support the USACE NAB and North Atlantic Division (NAD) with a small business reserve target of six (6) awards to small A/E firms. The amount of work for the contracts will not exceed $500,000,000.00 in combined capacity which will be shared among the awardees.
The proposed contracts will be awarded to support NAB projects but may be utilized throughout NAD-s geographical boundaries. If requested by the district, the contract may be utilized by any other district within NAD.
The contracts will be issued and awarded in compliance with the Selection of Architects and Engineers Statute (formerly the Brooks Act). The applicable NAICS code for this procurement is 541330 and the standard size is $25.5M. The contract ordering period will be five (5) years from date of award.

The work anticipated for these proposed multi-disciplined A/E IDIQ-s will be primarily Sustainment, Restoration and Maintenance (SRM) but may also include Interagency and International Support (IIS), Civil Works, and small Military Construction (MILCON) projects. Description
The Federal Bureau of Prisons (Bureau) is seeking concerns having the ability for providing Residential Reentry Center (RRC) services (in-house RRC beds) and Home Confinement services (home confinement placements) for male and female Federal offenders held under the authority of United States Statutes located within the city limits of Chattanooga, TN and Home Confinement radius is within 150 miles of the RRC Facility.
Both the RRC services for in-house RRC beds and the Home Confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work entitled, "Residential Reentry Center, March 2022 SOW”. Home Confinement services (for home confinement placements) are specifically defined in chapter 10, Programs, of the aforementioned SOW. Additional requirements for these services are referenced throughout the SOW as well. This will be an indefinite delivery, indefinite quantity type contract with firm fixed unit prices for all line items.
The RRC In-House requirement will consist of a maximum of 65 beds in which 53 beds will be designated for males and 12 beds designated for females for the One-year Base Period and each of the Four One-year Option Periods.
The Home Confinement requirement will consist of a maximum of 55 placements to include both males and females for the One-year Base Period and each of the Four One-year Option Periods.
The Home Confinement Radius must be within 150 miles of the RRC facility.
It is the intent of the Government to award both line items (RRC in-house beds and home confinement placements) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government.
