The proposed site is in International Falls, adjacent to an existing Land Port of Entry. This new project will be a gateway to our country and will transform an obsolete border facility into a state-of-the-art commercial port of entry, which will improve safety and security for both vehicular and pedestrian traffic. It shall make a distinct architectural statement that is responsive to the efficient movement of trade and commerce, the security requirements of law enforcement agencies, and the welcoming of visitors and citizens to the United States of America. This preliminary announcement serves as a notice of proposed contract action regarding the Operations and Maintenance (O&M) Services for the Alaska Radar System (ARS) at Joint Base Elmendorf-Richardson (JBER), Alaska.
The official solicitation number of record is: FA5215-24-R-0006.
A formal Request for Proposal will be issued on or about 27 August 2024 on the System for Award Management (SAM) web site at http://www.sam.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. This notice allows for potential offerors to judge whether or how they can satisfy the Government-s requirement and increase the efficiency in their proposal preparation. This notice of intent does not in itself represent the issuing of a formal request for proposal and is not intended to be taken as such.
The requirement consists of operations and maintenance of 15 geographically separated radar sites (accessible by air and/or seasonal barge), three remote radio sites, and the Maintenance Control and Communications Center (MC3) activities of the Regional Air Operations Center (RAOC) at Joint Base Elmendorf-Richardson. The radar O&M includes fifteen AN/FPS-117 long range radars in direct support of the North American Aerospace Defense Command (NORAD) and the United States Northern Command (USNORTHCOM) mission for air sovereignty within Alaska and provide civil aircraft information to the Federal Aviation Administration (FAA). The scheme is located approximately 7km south-east of the M7 Nenagh Bypass and involves improvement of approximately 4.3km of the existing R498 route of which approximately 1.8km will be off-line realignment and the remaining 2.4km will involve on-line improvements. The proposed cross-section is a Type 2 Single Carriageway with shared footway/cycle track which consists of 7m carriageway, 0.5m hard strips, with a minimum 2.5m wide verge (excluding hard strip). A shared footway/cycle track is proposed along the length of the scheme, utilising sections of the old road alignment and within the proposed verge along one side of the road. The design speed is 85km/h. The existing three junctions are being improved as part of the scheme, including the provision of a right/left staggered ghost island junction at the R498/L2258/L6154 junction and improvements to the skew and visibility splays at the junctions of the L2259 and L6152 (in the townland of Curragh). There are also two single span bridge crossings of the Nenagh River. The structures comprise beam and slab decks with precast pretensioned W-beams. The bridges are supported on reinforced concrete abutments on spread foundations. Reinforced soil construction is proposed for the wingwalls.
