Description:
The ILO is seeking a qualified consultant, based in Kuwait, to support the Manpower Protection Division of PAM to map existing legislative provisions, identify gaps that inhibit effective functioning of the Division (eg. contradictory legal provisions, gaps in the legislation or lack of clarity on implementation), along with practical recommendations to address these gaps though policy, legislative reforms and operational tools.The consultant is expected to undertake the following activities:A. Desk review Map and analyse legislative and regulatory framework relating to labour inspection and labour dispute resolution including in the context of private sector and domestic workers: starting with a review of the Labour Law in the Private Sector (No. 6 of 2010), the consultant will map all regulations, administrative decrees and decisions relating to the areas covered by the Manpower Protection Division of PAM. As not all the instruments may be publicly available,[1] the consultant will need to rely on his/her network, and interviews with PAM officials.
