• Quotation are invited for establish a public-private partnership to design, finance, build, operate, maintain, and transfer Kuwait-s nationwide, high-speed fiber broadband network Companies and Consortia for Fixed Telecommunications Network Development Project The Fixed Telecommunications Network Development project aims to establish a public-private partnership to design, finance, build, operate, maintain, and transfer Kuwait-s nationwide, high-speed fiber broadband network. As such, the relevant project company (the “Project Company^) will operate and improve the current MOC fixed telecommunications network and roll out the fiber network in areas not yet covered. The Project Company will be entitled to the usage and exploitation rights of MOC-s active infrastructure (e g., XPON, NGN) and passive infrastructure (e g., ducts, central offices, dark fiber) during the 50 years term of the public-private partnership agreement to be entered into between the Project Company and the MOC in respect of the Project (“PPP Agreement'). The Project Company will upgrade and enhance the fiber network in areas covered and roll-out fiber network in areas not yet covered within five years from the date of the PPP Agreement to achieve 90% coverage of households and businesses. Interested and competent specialized parties with experience in designing, financing, building, operating, and maintaining similar projects, wishing to participate in the Project, are requested to purchase the RFQ from KAPP for a cost of three thousand five hundred Kuwaiti Dinars (3,500 KWD), provided that such amount is non-refundable under any circumstances. Following the options below, payment can be made through: Bank transfer via I BAN to KW07CBKU0000000000000012012039 (payment shall be net of charges and may take around 3 (three) business days for internal processing at KAPP); or Non-refundable certified cheque issued from a bank licensed to operate in Kuwait, in favor of “The Kuwait Authority for Partnership Projects”; or KNET machines (Visa/Mastercard are not accepted). Once the payment process is completed, the proof of payment should be sent by email to commproj@kapp.gov.kw to receive access to the RFQ package through the platform made available by KAPP for the Project. The RFQ will include the information and instructions and the evaluation criteria of the SOQ(s) of companies and consortia. Companies and consortia shall submit their qualifications through the same platform made available by KAPP no later than 12:00 pm (Kuwait Time) on Sunday March 3, 2024.
