① not come under Article 70 and Article 71 of the Cabinet Order concerning the Budget, Auditingand Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may beapplicable under cases of special reasons within the said clause ;
② have Grade A, B or C "Sales of products" for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in Chugoku Region in fiscal years 2019, 2020 and 2021
③ prove to have registered with the relevant authorities, in accordance with the Pharmaceutical Affairs Law, to initiatebusiness of selling medical appliances ;
